Those are old as fuck, just method's of either getting your identity or your money. There called 419 scams, used mostly in very poor regions. The people who fall for some often end up robbed, or found dead, or not found at all.

TL;DR But from what I did read, this guy must've took a long time to write that, and seriously look at the money he's going to give you, way overpriced. Like anyone is going to fall for that, and if they do they could just sue them
