Should have gone in discussion, but you use /w "namehere" without the quotations. They also have to have their whispers available.

Found a useful quote using your link. Hope it helps.

If you want to send a whisper type in the chat this : /w nickname massage. Example /w D3loFF hello. But first you have to go to the options menu at the "Other" and there click at "Whisper function ON". You cant send a massage if the player whisper function is not active too.
