Grey boxes?

Did they decrease the drop rate on them?
I just did two rounds of kill creek, and only one dropped in those two rounds...

Just bought a lot of grey hi sec keys.

Also, whats the best map to obtain the boxes?

Get a hack that lets hisecs OPK to you (VIP most likely) and get those hisecs

You can use gold bar opk which also does hisec cases.
