You could build a way better pc for that price. 5400 rpm? 5450 graphics? 500 watts?..

Processor & Memory is Good... GPU is lacking... Why would he want to invest in the 6990? He could get a Radeon HD 6770, 6870, 6970 for less or even the EVGA Geforce GTX 460, 480, 570, 580 which is still better for less... PSU @ 650w-750w would be great...

    I would recommend these specs...

    Intel Core i7-2600k 3.4Ghz
Gigabyte or Asus Motherboard Z68 1155
    Corsair Vengeance 8Gb (2X4Gb) 1333-1600 Mhz DDR3 Memory
    EVGA Geforce GTX 570/580
    PSU @ 750w
WD VelociRaptor 150Gb 10k rpm 32Mb Cache for OS & Apps (doesn't have to be this exactly)
HD of your choice for Storage & Games @ 7200rpm 32Mb/64Mb Cache
    Case of your choice

HD 5770 is a better start... or a HD 6000 Series like HD 6770 & Above
