9/10?!? He didn't do THAT much, brushes, outer glow, text + clouds, the render aint blended in, no text effects. 5/10

Smash if you use Photo Shop, there is tut here you can follow, and learn how to do different effects. Just take a look around, there's a good bit of advice posted/stickied.
