It's a add on filter for Photoshop.

Topaz Vivacity has a bunch of different functions

like:

High-quality noise removal and detail preservation

Repair JPEG artifact damage caused by compression

Creating unique line and edge effects

Sharpen without ringing or noise amplification

Enlarge and enhance resolution with more detail and clarity

It's a good filter if used right, but many people that are new to using it tend to abuse the functions, making their work look like artificial shit poop.
