    Folow the instructions again read..

    be shure you selected the RF016.hexpatch file, click on it..
    Find the Cf directory/rez find RF016.rez, press Start to patch .

    the programs cant be selected with hex editor neo for me

    but when i click on neo hex editor with the hexpatch file

    Do you have updated version of Hex editor Neo ?
    If yes , then look in Hex Editor instaled folder..and search this file if is in ..

    - PatchApply32.exe
