I had this method posted quite some time ago, but decided to pull it from MPGH, my blog and have it deleted on several other forums that it was leeched to. This should work on any server version, but may be patched in certain servers. Everything posted here was just written, however.
There are two packets to this exploit:
The first is used in place of a Skill Maxer, which means that if there is already a skill maxer you won't need it. What it does is it uses 1 SP from any job (besides beginner/noblesse/etc) to max any other skill. So, what we do to get it is we advance to some first level job and then level up so we have some free SP. Then, we record the packet of us using a skill point on any first job skill -- let's say I'm a Warrior in v83 and I use a skill point on "Power Strike". The packet sent will be "5A 00 AA C7 3C 13 2C 46 0F 00". The packet is telling the server to add one Skill Point to skill "2C 46 0F 00". Keep in mind that this packet will be different for every version, but the four bytes at the end will stay the same for every version. So, what we want to do is tell the server to spend a Skill Point on something else. We will need to replace the last four bytes (2C 46 0F 00) with another skill, the skill Super Dragon Roar is "29 58 89 00". So, the packet to add one skill point to Super Dragon Roar would end up as "5A 00 AA C7 3C 13 29 58 89 00".
Now that we've got the skill we want maxed, we'll need to add it to our shortkeys. The problem is is that we can't do that if we don't have the actual job, because we can't access that skill book. That's where our second packet comes in. What it does is it will add a selected skill to one of our shortkeys. In our example, we will add the skill "Power Strike" to the shift key (remember, this is a v83 packet and won't work for other versions). "87 00 00 00 00 00 01 00 00 00 2A 00 00 00 01 2C 46 0F 00" is what we sent. So, now we just need to change that to assign Super Dragon Roar instead of Power Strike by once again, replacing the last four digits with "29 58 89 00". After we've constructed our packet (87 00 00 00 00 00 01 00 00 00 2A 00 00 00 01 29 58 89 00) and sent it, we will need to change channels for the skill to appear on our shift key.

Third, This is an example of the order you send packets to get Super GM Roar
Get a character with (1) Skills not maxed or (2) a character without AP added to Dash or something equivalent.
Next, Send the following packets
5A 00 AA C7 3C 13 2D 4F 4C 00 (Dash)
5A 00 AA C7 3C 13 CE DE 8A 00 (Super Dragon Roar)
87 00 00 00 00 00 01 00 00 00 2A 00 00 00 01 CE DE 8A 00 (MAKE SURE NO SKILL IS ON SHIFT)
Now, change channel, and there you go!
