Naw, I don't think it was filler. It was slowly developed in the first season (notice the episode about the doll they were trying to rescue) and was essential to the plot in the second season. I do agree that hei losing his powers pissed me off but he managed to be badass at the same time. The girl was annoying as hell, I'll concur that.

Well i like hei all around, its just that when the show cuts him out and really focuses on the girl.....it makes me wonder if the story is really legit. Especially since in the first episode: the black chick dies, hei loses his power, and we find out that he has to teach some girl who's power is at the time a giant gun.(worse power ever lol).

Yea I don't really read manga, I've tried and it doesn't pull me in like Anime does. I agree about the girl, that power was bullshit and possibly the stupidest thing in the entire show.
