I just used a random Russian proxy, not even a VPN.
Went to store.steampowered.com and made a new account and verified the email.
Added MW3 to cart, at this point it still says $59.99 for price.
Choose PURCHASE AS A GIFT and gift it to the email of your real Steam account.
Fill out the bullshit gift card notes.
Choose Webmoney or Yandex and check the box that says "I verify that I live in Russian Federation"
The price will be 899 rubles, which equates to $29.4428. (I was wrong about it being $16 for Russians, must have been a diff country, maybe Belarus)
It won't work if you choose Visa, Mastercard, Amex, or ClickAndBuy unless you have a card issued in Russia from a Russian/Euro bank.
I am gonna fuck around more with Webmoney and Yandex later today.
