It should be very possible to do. You could activate the Russia Black Ops version with a VPN and get the English files from a friend. You need the "English" folder under the "Zone" folder and the localization.txt from their install. The same went for MW2. I bought the retail copy and ended up getting it banned. So I saved the English files, would buy a new key, install with my original disc and copy the English files into the new install.

I'm grabbing the Russia version from keys4.me when they get them tomorrow. My buddy is sending me the English files. I'll post them here when I get them.

They currently do not have their Russians keys in yet but I talked to the owner today and they have confirmed they're getting them.

Yea true. But I read on the steam forums about 2 days ago that changing the localization files to English on a Russian version of MW3 won't be possible like it was with MW2. I don't know if that is true though. The poster wasn't anyone official.
And it was also said that if someone from Russia gifts a copy of MW3 to someone in, for example, United States, the recipient will get the English version. This is confirmed by people who have actually done it. Hence my idea of making a new Steam account on a Russian IP to gift a cheap copy of MW3 to your real Steam account.

Well i just actually ordered 2 CD keys in russian from Intkeys, they send you a guide on how to change the VPN to Russian, i´m still waiting for my orders though, they will send a language pack for the singleplayer, and the mutliplayer is multilanguage (these language packs come with the key you get) and i don´t think you can gift it either, otherwise they wouldn´t offer to log into your account and do it or give you the guide to do it yourself..

Intkey is telling bullshit, trust me mutiplayer isn't multi language. I tried. Everyone tried, dosen't work.

Your friend are living in US? It like same as English Version from Steam right, just difference language? Because last time I bought Black Ops from them and the connect to a room match look difference MW2. So I thought may be because I bought the Russia Key.

How to activate a Russian CD key.

1. Open HideME.ru in your browser.
4. Enter a LEGIT mail address and click on the button.
5. Wait for the mail from feedback@hideme.ru to arrive.
6. Copy the code in the mail.
7. Go to the main page HideME.ru and click on the “VPN” tab.
8. Scroll down a little bit and enter your code above the blue button on the left.
9. Click on the blue button.
10. Confirm the download.
11. Download OpenVPN from Downloads
12. Install OpenVPN.
13. Navigate to the folder where you installed OpenVPN.
14. Open the folder “config” in the OpenVPN directory.
15. Insert the files from “windows/config” in the zip into the “config” folder in your OpenVPN directory.
16. Start “OpenVPN GUI”.
17. Rightclick on the OpenVPN symbol in the task bar.
18. Choose “Russian_server”.
19. Click on Connect.
20. Restart Steam if it is running, if not start it now.
21. Redeem your codes as you normally would do.

NOTE:
The connection will expire after 1 hour so hurry up!
If you get no mail after 10 minutes check your spam folder.
You can switch back to your normal connection to download the game.
Downloading via VPN is slow and not necessary.
You can’t redeem the key over the Steam homepage, use the Steam client!
