Russian keys means the game can only be activated in Russia, Ukraine and probably some other russian-speaking countries.
Anyway, the game comes in English and all you need to do is use a VPN to get a russian IP and activate the game on steam. After that, you will have the full game in English and with no restrictions at all.

In practice it is quite easy and saves a lot of money.
