Because Japan is really anal about their weapons being copied/used by other forces and I mean REALLY REALLY ANAL about it. Like their rifles is almost always used by the Japanese forces and you could only used it if they were in the Middle East in tiny numbers. Not even I fired or held one. Seeing a lot of people using it doesn't make sense when you think about it. Also the only Howa I used in a game was in Crossfire and it sucks monkeyballs. I don't see the Howa beating the INSAS in terms of new awesome.
