1. Yes you do need a computer to be on to install viruses on it, unless he has a wireless storage center connected to his router, which i doubt he does.
2. It is not possible to "crack someone's ISP" unless you have complete access to the servers, where you must have a computer on their system, which I completely doubt you do.
3. If your able to do so much, prove yourself by telling us his IP address

?? There are several various ways to hack on's computer. If you typed in simple keywords in Google or a different search engine, it'd tell you how to hack someone's PC/Laptop while it being off.
The result? You'll just have problems turning it ON. So it'd actually be better if the computer was off to hack it. :3

No you can't. Unless you have a router, etc., on while the computer is off, you can fuck with that, causing issues for the computer is turned back on. But my knowledge of this subject is so limited that I'm probably wrong. And this issue can probably be easily resolved by simply securing your router. That's just changing the password, adding an encryption, and change the SSID.

Look kid, drop the act most of the people here have experience with networking, programming, hacking and the like. Threatening the greater majority of us is moot as we know you can't do anything. Before you add me to your roster of people to "Hack," I have a configured firewall with packet filtering (No DoS for you) as well as a corporate endpoint virus program that includes another firewall. I use a TOR when I feel I need it. I watch my process like a crazy person and keep anything that is sensitive in an encrypted folder. I have system images for all my computers. I also run Ubuntu so you better have some Linux experience as well. So good luck.
