Why are those aimbotters always 10 y/o russians? (not ment to be racist)

so i've met 7 (!) aimbotter on mw3 yet, 2 today!

and EVERYONE was a russian with a so childish voice, they must be 10 y/o...

everytime i told the other players "xxx has aimbot", the hacker answered via mic (thats why i think they are 10 y/o).

so my question is... do 10 y/o russians get vip hacks for free or why are there so many?

Russian key costs only 20$. Same with BF3. And VIP hacks for our citizens cost less too - about a half.
And Russia has no pure 18+ control - that's massive problem in my country <- if you are under 18, you can simply buy it, you don't need to ask your mother or father.
