If it only works on secondary why he has the primary profiency in the hack then??

Sorry for not being so specific Sweden ftw.

Primary proficiency can't choose the special/glitched/exploit ones, such as UAV, Ballistic vest and so on, just the normal ones.
Secondarys on the other hand, can use any proficiency including the s/g/e ones, because they never cared about adding a proficiency block function because no secondary is able to have proficiency.
Using overkill and a s/g/e proficiency gets blocked too.
Was that clear enough?
