enable steam cloud
restart modem
port forward mw3 ( google for ports )
restart steam/pc

maybe portforward port 2034? it worked for me :P

are you using a modem or a router? the prob whit me was whit a modem my nat type was allways moderate and it gave me that error like 75% of the times that i started cod wut i did was going to my modem page and pressed the reset settings to factory presets button, restarted the modem and then port forward the 3034 port and that never happened for me
