i doubt it is true but you can always try hotspot shield , it is an us ip hider just google it

Changing IP wont lower your ping... but its good to have if your a hacker

Really? But your not really getting better ping, your fooling the server with the ip you changed too, but in all reality, your still connected from yours, so ping is still the same

I didn't say "better" ping I said it "increased" my ping from around 60 to 120.

It won't lower your ping .. your internet connection is still the same you're just using another IP ...
