For everyone that get the error.
Mostly like this is because you do NOT have Visual Basic.
And he have used a item from the Visual Basic Pack.
And this is mostly like the problem.
He will have to remove that to fix it.

An error had occurred creating the form See exception. innerException for details mircosoft. visualbasic powerpacks vs. verison =10.0.0.0. culture= ans so on any idea to fix this ?

I kinda said you would need Visual Basic to use this. Because it uses a Item that you get from Visual Basic.
So download Visual Basic and it should be solved.

Else just wait for him to fix it

Yes he did.
But if it is in C# or VB I can't say for sure now.
But after what I saw.
Yes, he uses Visual Basic Net.
