Same issue I've been having. Though it doesn't seem like it's a common issue and hasn't been brought up too much.

When I open the program my mouse sensitivity goes up so much that my camera just spinns in circles really fast.

I fixxed the CPU usage...
Just set a Hook on the Thread, and put in a Sleep of 5 ms.
Then CPU Usage drops down to like 5%.
Before its 40%.

#2 Put on this Address: "00401982" a Jump to "0041CCBE"
#3 Put Following Opcodes on the Address "0041CCBE"

Push 10                                               <--- The Number of ms it should sleep. (In Hex Format.)
Call Sleep                                             <---   Call the Function "Sleep"
MOV ECX,DWORD PTR SS:[EBP-4]             <---   The Secured Bytes which got Overwritten by the Jump.
XOR ECX,EBP                                         <---   The Secured Bytes which got Overwritten by the Jump.
JMP 00401987                                        <---   The BackJump
