SOTW + Reopening GFX

We need to make a picture and advertise it by putting it in other sections and or Sigs.

i believe that this already has been done ages ago ... but yeah, still barely anyone showed up.
Also stickied threads at the sections didn't help much either since everyone thought that if the regular people of the gfx section joined that they would win rather then them. And also most of them would be asking thier friends to vote.

-creating a new rule about proper c'nc s why this one should win . . . etc.
resulting in the gfx team winning allot and as a result of that people leaving.

The section will be dead till the hollidays/vacations arrive and this is the loop on which this has been running for the past 3 years (as far as i know).
