Sounds like my little brother Kei . What I did was went to target to buy a baby leash. Strap them in it and they'll never run away from you , even if they're laying on the floor i'll drag his ass to the car if I have to . It is embarrassing but most people in the shopping malls are parents themselves, I think they would some what understand.
