There has Been TONS of threads asking if there is any way to reverse a VAC ban. Im here to tell you it is not.
Valve says
All VAC bans are permanent - Valve has a zero-tolerance policy for cheating and will not lift VAC bans under any circumstances.
Player reports
"If a cheat is found the player's Steam account will be flagged as cheating immediately, but the player will not receive any indication of the detection. It is only after a delay of "days or even weeks" that the account is permanently banned from "VAC Secure" servers[7] for that game, along with other games that use the same engine. (e.g. Valve's Source games, GoldSrc games, Unreal engine games). Valve never discloses which cheat was detected."
What that is saying is when multiple players report you for hacking/cheating you will get flagged for cheating and your account is reviewed by the VAC system and it will decided wether to ban you or not.
How Vac Works
"The VAC system reliably detects cheats using their cheat signatures. Any third-party modification to a game designed to give one player an advantage over another is classified as a cheat or hack and will trigger a VAC ban. This includes modifications to a game's core executable files and dynamic link libraries." "se caution when installing any game modifications, such as scripts or custom skins. Only download custom content from trusted sources. Hackers sometimes maliciously disguise their cheats to cause others to get banned."
Player reports actually boost your chances of getting banned.
Important Information
The best indicator that your account has been banned by VAC is if you receive this message when attempting to access a VAC-secure server:
"Your connection to this secure server has been rejected. Because of past cheating violations, you have been banned from playing on all secure servers"
"If you receive an error message stating "STEAMID IS BANNED" (or other similar messages) when attempting to connect to a server, your account is not banned by VAC - server administrators may ban you from a particular server (we cannot prevent this - whoever runs the server can ban players for any reason they desire). If you find that you are banned from a large number of servers but your VAC status is in good standing, you have likely been banned by a third-party ban tool, such as Steambans or Punkbuster. These third-party tools are used by a large number of servers sharing a common database of banned ID's. These tools are unrelated to Steam and we cannot assist you in resolving this issue. You will not be banned by the VAC system unless you login to a VAC-secure serve "
Punkbuster and steam bans are where players can go to report you and actually get you banned, so don't ever tell people player reports are pointless.

Good job it's well thought out
I disagree with steam in people getting full vac ban for hacking on one game, and getting banned on all games.
Question ALL statements! ?You're in denial that you're in denial. ?

Mw3 has nothing to do with mw2 For some reason if you get VAC banned on mw2 it does not affect any game.
"Call of Duty: Modern Warfare 2
VAC is enabled on all multiplayer servers, public and private. Any modifications to the game other than editing config files can result in a VAC ban. Examples of such modifications include but are not limited to console enablers, VAC disablers, and server hosting mods.
A VAC ban in Modern Warfare 2 only affects Modern Warfare 2."
Private hacks are never detected right?
Wait are you serious? O.o
Yeah they get detected.. they just get updated faster.
@Royce da 5'9" Look where he moved it :S lolz

So its rare that private hacks get detected?
I thought it always been like that, If it is not I will remove it from the thread. If we get one more person with van ban I'm going to ask them if they get this message.
Your connection to this secure server has been rejected. Because of past cheating violations, you have been banned from playing on all secure servers
If they say yes I'm going to ask them to try play any other game that is vac gamed based
