    i5-2400 - okay cpu
4GB of shitty ram - bad
    HD 6450 - terrible

Most likely a shitty Dell mobo too, the absolute max I would pay for such a PC would be 500-ish. For 1000 bucks you can get triple the performance without much effort.

I doubt you'll have much luck OCing that PC, your CPU ain't all that great and your mobo is most likely shitty as hell. I would probably recommend you just get 4GB of the same cheap ram to get a total of 8GB and you try getting a decent mid-range card. It would be awesome to know your budget about now, but if you're really short on cash I recommend you try looking for the older 5770 - even now it's a pretty powerful (albeit cheap) card that can even take on the 6770 and the likes. As they've all but gone out of regular sale you might be lucky to find a good second-hand one, which would further reduce the price. Otherwise, depending on your budget, the 6770, 6850, 560 Ti are all good cards for their price, though they are a bit costlier (~$110 for the 6770, ~$160 for the 6850 and ~$220 for the 560 Ti).

If by "latest" you mean "best" then you're aiming somewhere at the 700-1000 bucks range, depending on what kind of cooling you want.

Go for a 550/560 TI for GFX. $215 max. You can get decent 4GB Ram for $50-$75.

You overclock one piece of hardware at at time, but the only thing worth overclocking is you CPU. Your GPU is shitty and won't really get better if it's overclocked.

It will spoil if you aren't careful. But there is a ton of overclocking guides.

They can, depending on your voltages.

As said, the 2400 isn't great but just google for generic OCing tuts for the i5 / i7 gens and you should be fine.
