But you'll need a better power supply to run your card.
But a good card and a CPU like that, you'll get a bottleneck.
But for a new CPU, you'll need a new motherboard.
Plus RAM is optional.

Most LGA 775 socket mobos only compatible with DDR2 so he probs has DDR2 RAM.

Least costly would be a gfx card upgrade, but a whole system refresh would be awesome

Its going to be a bitch to upgrade all those parts. Might as well build a whole new PC, but if you run games like Crossfire and etc. you dont need to upgrade anything.
