Not sure if the etrade one still works, but you could always try that, but I don't think it's legal.

thats how my paypals got limited perm because the etrade thing and now i have to use my front computer to paypal because my whole IP is limited..

i called paypal said its permanent limit and i have 65$ in it i cant get out till august.

I'm not sure if this will work, but it works for me. I bought a American Express Prepaid Gift Card a while ago, then tried to link it to paypal, didn't work at first. Because the card didn't have my information on it. So I called AMEX and had them put my name and info on the card then I was able to link it to my paypal as a credit card.
