no there's a difference. Nexon makes black cipher, Hack Shield makes Hack Shield. Or you would see black cipher on other games that use hack shield

They're not. Both are used together as one package, you can't play the game without one or the other. Black Cipher is Nexon's own upgrade to HS. That's like saying VAC1 is different than VAC2 in terms of programming capability when in reality they both uses a different .exe (VAC1 hl.exe, VAC2, hl2.exe) but still have the same goal. Anything related to BC or HS will go against the other program in terms, they are both Hackshield, it's just Nexon's little upgrade that is different.
In terms of programming capability they are the same program(s) with the same goal and everything, this is why Nexon fails, because Black Cipher is just a small added upgrade to HS.
It's extremely easy to run an anti-cheating software and make it work mostly, but I don't see Nexon hiring me anytime soon.

Have you tried setting the executables of HS and BC on compatibility mode?
