Xifon, who made the reporting tool has stated that he has ended all hos tools, on his website Xifon.eu.
This does not mean that you can't report/get reported anymore. IW Enforcers are still there and it's still possible to report on their twitter, Steam group or reddit, so you should still be careful
I will make a new updated thread that's more about anti-cheat in general, including VAC and Reports, at some point (probably when i get home from vacation in 3 weeks, I might to it before I leave though), but for now, this has to do.

IW wants to fight boosters and cheaters so a couple of months a go they told people to send reports to a person called BanCandy. That has definitely been a success.
The team
BanCandy is in fact no longer a part of the team. She got promoted to another team and has nothing to do with banning people anymore. One of her latest tweets:
"Hey everyone, please direct all tweets to BanWarden from now on. Or you can also tweet to BanStache"
So now it is BanWarden and BanStache, there is also a third twitter acc; IWEnforcers. All three takes reports and ban people with enough evidence.
They are not booster/cheater hunting themselves.
Anyone can record a killcam or take footage from theater mode, send it to them and you will probably get banned.
If you see someone called BanCandy join your game, you should stop hacking or leave. It does not really matter if it is them or not, because BanCandy bans are manual. It can be someone that is cheater/booster hunting and records footage of them.
If you have emblem/title/stat hacked to obviously hacked stats you can reset your stats and be lucky. They might ban for resetting stats too though. So if you wanna be sure don't edit your stats to unrealistic numbers.
If you think someone has recorded you while cheating, you should leave and change name as fast as possible and hope the person didn't get your steam profile. If you change name fast enough he doesn't know who is you in his recent players
This also counts on consoles. It is not possible to change GT/PSN though.
The tool
A couple of months ago a person from the Steam CoD community created a tool that basically just was an easier way of reporting than sending an email manually. That tool got shut down when BanCandy got promoted to another team.
The creator of the original MW3 report tool has now released a new beta version of it that actually sends reports, like the old one.
How the tool works (master131):
"It still sends the reported player's Steam ID and your message but now it also sends the person who reported the player's Steam ID (well, Auth ID, which is probably different)."
"Perhaps I overlooked it but I had another look at the tool, since the page seemed to update. It does indeed actually send the demo file to the server."
