I don't think that's a real hack, you can just edit the sound files to make them louder.. I would do some research and look for the footstep.mp3 or whatever and use audacity, record it, make the volume higher.

Sound editting is part of modding, but I'm not sure if it is at all editable

You can easily do it as a hack, but i don't see a point in it.
