How To Edit .Rez Files

i was wondering how to edit .rez files for example the Combat axe Modded to be Other colour or Golden DSR like the other topics i see , i would like to know how to do this stuff , because i would like to help here with all my idea's and i will bring my best.
i would like to know witch program i need to download , were is the files i have to edit and all this stuff i hope i get from any use or admin here with a good details
