Is this a coincadence?

So, I have BT open and d/l speed is slow (90KB/s) so I type into google "Test for bit torrent" throttling then after browsing the web (not testing tho) I see my B torrent reached 650 Kb/s 0.0 wtf and this happend before btw in my country and state throttling is illegal, is it true coincidence or luck?

It might be because your using something else.
Maybe you have Teamspeak Open etc...
Like if I was downloading at 950kb and I started to web search it would drop because the speed would have to be divided.
