It depends what type of ban it is, since some bans are server sided (meaning that you can't manually go and change it) and some are HWID. It's like Punkbuster, you get a guid and if that guid gets banned, you can get another guid and you'll be unbanned. PERMANENT ban on one account is forever. HWID and IP bans are the bans you can get your account back.
