However it should flash/blink less when you're in an actual game, Not in the lobby.

Yes that usually never works, The purpose of it is to help you quick-scope.

A crosshair is a cross sign (+) shown at the exact center of your screen to help you out while using a sniper rifle.

even if i scope it dont kill enemy only when im really near enemy it kills

A crosshair absolutely has no effect on your game, It's just a visual + sign that's all, It can never affect your sniper rifle.
