Combat Arms wont let me create an account?

Well last night i didnt check but i was using Nightmare 2.8 and that one was detected so i got banned, no biggie but it wont let me create a new account

I did sign-up put new e-mail validated and when i filled out form it said "Sorry there is an error in the server we could not create your account"
i tried today again like 13 hours later and it still says reload page when i do same message pops up, can i not create an account because i got banned?
