The last time I checked, the Earth is only night for 12 hours at a time. Which is when the justsu would be activated (of course not 100% but you get the jist)
So that means 12 hours of the day, the earth would not be under the genjustu (DayTime] And the other 12 the earth will be trapped in the genjustu. (Night time)
Am I thinking to much...is it going to be a one time-look and your trapped genjustu?
Can you simply just not look at the moon to avoid the affects?
Will the genjustu only work while the moon is out?
Will it work on Shanigan users(EMS)?
So many questions, so few answers.

The major flaws are:
1. He needs to start a war.
2. He can't do it any other month/time.
3. He somehow needs the jinchuriki
4. He is fighting an open war with all the nations versus him and kabuto.
-If strategy was a focus, Tobi could just wait out the alliance or at least attack the villages after a time. He could also just continually pick up new members. There isn't enough force in the zetsu's alone, and edo tensei and impure ressurection is good but using them as cannon fodder spread out is pretty stupid tactics wise.

Isn't moonlight just sun reflecting off of the moon? I would assume something similar would happen with the genjutsu then.
