Set it to 0 to achieve best results. It says DECREASE to fire faster, not increase.

I was wondering how to get the aimbot working very, very, very fast, for when I am playing hard-core.

Try setting it to Windowed (No Border), works fine with me.
MW3 --> Options --> Video --> Display Mode

Are you running the game in Windowed Mode?
