Fastest but most repetitive way: Nemexis HQ on Extreme
Somewhat fast depending on match and is less repetitive than fireteam: SnD or Quarantine Regen.

If you plan on using EXP passes, use them on SnD or Quarantine because they save you passes in the long run and depending on how well you do, can earn you more exp than Fireteam. If you are in a hurry, or if there is an EXP event, play HQ.

if you do HQ make sure u have somekind of a minigun

I would say HQ.

But really, for some reason it feels like Nexon has really made it a lot easier to level up recently. I've been leveling up pretty fast. A lot faster than before.
