Will my enemy (server has killcam) see my custom skins/texture hacks if enemy see i killed him

If you mean if it will see the players the same as you (e.g. green and red) then no.
But if you act obvious, and shoot before you had the chance to actually see them, they will see the fact that you have some sort of wallhack.

Texture hacks changes your game files. It replaces the original ones with some modifies ones.
Other players cannot see it.
