i dont know how to make it?!
people said its "from past" old player...
how i can get it ?

It could have been some limited edition feature people could get earlier in the game, so it might not be available now

Long time ago people who bought weapons before December 1st 2011 Got they're weapons nerfed and then they released Elite/ vet weapons which gave the Nerfed weapons their old glory then EAsy removed due to being OP (which they were) and gave those players +3 weapons as a compensation

hmm are you sure because i tought it was because you can custumize a weapon so maybe its +3 range or +3 damage but i can be wrong

Yes Im sure but if you put viper mags on any weapons its more powerful than +3 weapons
