Sorry if i seem harsh but if you want a proper rate, thats what i'm going to give.

I'm struggling to find something worth mentioning thats good. Just looks like you've slapped an undersized image, and stretched it. Then added some text and somehow blurred it. I must admit the duplicated layer, behind the texts, then motion blurred is actually a nice little trick which you should do when you start to get better. Try doing some brushing signatures, try getting a focal point, and adding some depth.

Sorry about that man, it's just the only way to get better is too know the truth. Just improve and get better.
