It would not be fair in any way. Xbox users have controllers + auto-aim and PC users use mouse and keyboard.

There is no use in a proxy. The servers are open world-wide, or they are closed world-wide. They just open the server so that people in New Zealand can play it at midnight, everyone will be able to play when it gets midnight in New Zealand.
