Make sure it's within the size restrictions.
Regular pictures would just be automatically resized, however, with a .gif it will only keep the first frame.

You can edit the frames in Photoshop CS5+. You can resize it too by marking all the layers, setting their size to whatever they can be and then cropping the image to fit the layers.
