It's just the animation which gives the illusion that the recoil/speed is different but it actually is the same.

3.Now enter ur blackshot, then enter any game.. now shoot ur m4super90 shotgun! it's shoot fast like HolyShotgun!

I tested changing m4 super 90 to ak47. The speed is the same.so yea, i don't think the mod can change the fire rate.
