Depends if that is detected. I am not sure how the tool toggles those so depending on how they are being toggled, they may be subject to detection and once that happens, enjoy the ban.
While technically every hack can be detected, some external public hacks have made it year(s) without a detection. Just make sure to check the recent posts on the tool's thread to see if people are reporting bans.
TAC and VAC is active in custom games. So the answer is yes. Depending on the hack you use.

You are never 100% safe. If you don't want to risk being banned, don't cheat.
