Is there a way to access a server you've already been banned from?

I've been banned from a server, not from all VAC protected servers. Is there any way that i can work around this to access the server regardless of my banned status? I know this is possible because I've seen someone get banned from a CSS server and him rejoin immediately, he told me he had a dynamic IP address however.
Help would seriously be appreciated.

Well, you might want to try an ISP which gives you direct access to the internet by dynamically assigning you IP addresses (in the land of dragons where I live this is quite commonplace for big ISPs like UPC&T-com.

But doesn't steam assign you its own IP address?
You're saying if i used an ISP i couldn't be permanently banned from servers?

Also, when i get banned on steam, its by my steam ID isn't it? Not by my actual IP address?

When you get banned on Steam, you're banned via your steam ID, therefore, you'll still be banned because of that account. Now however, I think you can bypasses for being banned from a server not from Steam itself.
