Yes use the rectangle and move it around and the glow will be more visable.
Which make the illusion that it gets bigger.

Serisouly GFX team doesn't know how to make a smart object?
Its very commonly used, it saves the object so you can resize without loosing any quality and easy remove filters and add new.

Just right click on the layer and press "smart object" or whatever it sess.

Okey I might make a try tomorrow
Okey you should try it out its very very helpful if you make any mistakes at all
and you will even the best do mistakes.

This will like save the image in the original state and list all the effects you put on so you can remove/hide any off them (filters).

But about the tut, it isn't very detailed, so even the best of the best will make mistakes.
