Intel Core i5-3570K Ivy Bridge 3.4GHz
ASUS GTX680-DC2T-2GD5 GeForce GTX 680 OR
ASUS HD7870-DC2-2GD5-V2 Radeon HD 7870 (I suggest #1, but if you want to save some money #2 will be fine)
ASUS P8Z68-V PRO/GEN3 LGA 1155 Intel Z68 USB 3.0 ATX Intel Motherboard with UEFI BIOS

You didn't specify your RAM, so I took a guess with the motherboard.

    Subtotal: CPU + Mobo: $399.98
    399.98 + GPU #1: $939.97
    399.98 + GPU #2: $659.97

Take my suggestions with a grain of salt, I'm sure other people may be able to find better hardware. =P

    why i5 over i7?
Alright, I'm guessing your RAM is Duel-Channel, that's good; the CPU and Mobo both support that (it's also 1600 and that mobo supports up to that without over-clocking).

The GTX 680 IS faster, but you may want to choose the Radeon over it because of the $280 price difference. They both will/should be able to play anything you want with high settings (and a reasonable Res like 1920x1020).

I went i5 because that CPU can be over-clocked, is cheaper and games really don't utilize Hyper-Threading all that much; Quad-Core is also plenty. This is a gaming PC, if you were looking for a computer that can video edit, 3D render and etc, go get an i7 Six Core CPU.

If you REALLY need/want an i7, I'd recommend:
    Intel Core i7-3770K Ivy Bridge 3.5GHz (3.9GHz Turbo) LGA 1155 77W Quad-Core Desktop Processor, it's $100 price difference.

whats the point of over clocking? and the Radeon or a GTX 560 Ti?

Over-clocking will yield more hertz out of your CPU, thus making processes perform faster and such. If you don't want to do it you don't really have to, and if you do I suggest getting a closed loop CPU water cooler (Like the Corsair h100i).

Out of those two GFX cards, the Radeon is more than likely faster and for only a $50 price difference, I'd say go with the Radeon.

    Shouldn't go for a 560Ti.
    That's old as hell.
    Get GTX 670.
    It's in your budget.

In a price to performance ration, for just gaming, picking an i7 over an i5 just isn't worth it...

If you do some mild overclocking go for a passive air cooler. Don't bother with liquid cooling. It's expensive and not worth it unless you start pushing the temps into the 80+ range on air.
