Its simply because he want to do a Retail Code Generator or Promo.
You need to have something to do it the base of the code so he need some Used or not but prefer to ask used one xD

Let's say he gets 20 used promos for each account. That's 60 promos. I doubt a generator with over 0.1% success can be made from that.
