It really does nothing. Some people (Ehem) may have lost their back up file.

This file is for a Fr-f2 when u downloaded a skin for it and forgot to make a backup you can download it and put it back into ya file

ofcourse not it's the file when u got a fr-f2 and putted a skinned file in it so it looks diffrent you can change it back if u didn't make a backup file.
