Need some help installing menu along with a few questions

I have several menus here one is SCR, and another is TM. In the post by the user with the Too Damn High avatar, he stated that put Startmenu and SCR into the root directory. Should Startmenu remain in SCR or should I move it to the root. Furthermore, when changing gilligan, should I always change the PUID spot that I changed before? I go through around 5 keys if I'm banned from a specific server, and I'd like to know what changing the pUID exactly does.
When I was using Scr before, I could not get half the scripts to work. I couldn't spawn vehicles, kill or kick, and I couldn't make anyone do any of the animations.
